Phase C - Construction and Supervision
The Construction and Supervision Phase focuses on monitoring and technical control of the entire execution of the work, ensuring that it proceeds in accordance with the approved project, within the established deadlines and the optimised budget for the client. This phase ensures compliance with defined quality standards and rigour in the technical and financial management of the construction, through continuous coordination between the contractor, the project team and the construction manager. It also includes monitoring the legal obligations associated with the construction process in Portugal, such as coordinating site safety and obtaining the Occupancy Permit. The ultimate goal is to ensure the completion of the work with efficiency, safety and quality, respecting all technical and regulatory requirements.
Monitor and technically control the respective construction, with the aim of ensuring the desired quality standards in its implementation, as well as monitoring the planned implementation deadlines and the respective financial schedule.
In Portugal, construction sites are required by law to have a Safety Coordinator (specialised technician) responsible for Health and Safety on site. This is an additional item to our scope of work.
Furthermore, in Portugal it is necessary to obtain a Building Use Licence. This requires technical responsibility and various certificates for the constructed facilities. This is an additional item to our scope of work.
The objectives of this phase are to complete construction in accordance with the revised design and the clients’ optimised budget, within the deadline.
The methodology for activities at this stage will follow the progress of the works on site and consists of:
- Establish the Consignment Agreement with the contractor for the construction start date;
- Weekly on-site meetings to coordinate construction work with the contractor;
- Reports on construction works, supported by images, by the responsible Inspection Director;
- Monthly reports validating the contractor's measurement records and respective invoices, with control at source of both the quantities executed and the payments made by the client;
- Technical evaluation of the state of execution of the works by the project management coordinator, when necessary.
